| Tuition Remission
The policy of the University is to comply with Section 141 of the 0MB Circular A-21-Cost Principles for Educational Institutions. In the Fall of 1994, the University adopted a Tuition Remission policy in accordance with OMB Circular A-21, which states that all graduate students are treated the same regardless of where their funding comes from. The policy was adopted so that the University would be 1) more competitive with other Universities in recruiting graduate students and 2) to allow tuition to be charged to sponsored projects. Prior to the adoption of this policy, tuition could not be charged on sponsored projects because tuition was not being paid for students on non-sponsored projects. All sponsored program proposals that have graduate student stipends in the budget must also include tuition for the same time frame (AY) that the student(s) will be on GRA stipends. The following language should be used.
