  Tuition Remission

The policy of the University is to comply with Section 141 of the 0MB Circular A-21-Cost Principles for Educational Institutions. In the Fall of 1994, the University adopted a Tuition Remission policy in accordance with OMB Circular A-21, which states that all graduate students are treated the same regardless of where their funding comes from. The policy was adopted so that the University would be 1) more competitive with other Universities in recruiting graduate students and 2) to allow tuition to be charged to sponsored projects. Prior to the adoption of this policy, tuition could not be charged on sponsored projects because tuition was not being paid for students on non-sponsored projects. All sponsored program proposals that have graduate student stipends in the budget must also include tuition for the same time frame (AY) that the student(s) will be on GRA stipends.

The following language should be used.

This contract will be established as a separate project in the University's job order accounting system. In the event of termination we would expect termination cost to be those cost recorded in the project up to the total contract amount. Because of the very nature of research, it is anticipated that actual cost incurred will not directly follow the time frame of our budget estimate. Therefore, we do not feel that we can provide a termination liability schedule.
